U.S. FBA Delays: From Port Arrival to Sellable Stock

Arrival does not close an FBA inventory gap

If a shipment from China reaches a U.S. port but its SKU remains unavailable for sale, the inventory gap is still open. Choose whether to wait, accelerate the originals, or buy replacements against supported sellable dates. Port arrival alone cannot answer that question.

Use four milestones to locate the remaining dependency. Transport supplies movement evidence, the broker or entry contact explains customs status, and inventory owns SKU availability. Keep forecast arrivals separate from units already available for sale.

Match the document to the blocker

CBP states that customs broker licenses are issued to persons to conduct customs business on behalf of other persons. Its broker guidance explains that licensing role. For this article's operational checklist, treat a document check as evidence about paperwork only, not as confirmation that this shipment is released or ready to move. Ask the party assigned release or movement authority for the booking or contract, such as the responsible broker, carrier, or facility contact, to confirm the shipment-specific status.

The Importer Security Filing rule applies to import cargo arriving in the United States by vessel. CBP's ISF guidance makes a filing review relevant when that is the reported blocker. Correcting it addresses that dependency; transport must still establish facility release and pickup readiness.

Form 5106 establishes or updates an importer's identity within CBP systems. CBP's form guidance distinguishes identity maintenance from a transport event. If the importer record is the issue, route it to the responsible entry contact rather than forecasting delivery from the form's submission date.

Calculate the shortage by sellable date

Hypothetical example: A SKU sells 20 units daily and has 240 sellable units, covering days 0 through 11. Replacements become sellable at the start of day 12; originals recover at the start of day 14 or 15. Assume constant demand, sufficient original stock, start-of-day availability, and lost sales rather than backorders.

PlanOriginal recovery on day 15Original recovery on day 14
Wait60 lost sales40 lost sales
40 replacements40 protected; 20 lost40 protected; no gap
60 replacements60 protected; no gap40 protected; 20 replacements remain
Accelerate originals to day 1420 protected; 40 lost0 additionally protected; 40 lost
40 replacements plus day-14 originals60 protected; no gap40 protected; no gap

Protected sales are sales saved against waiting in the same column. With day-15 recovery, 40 replacements cover days 12 and 13; acceleration covers day 14. With day-14 recovery already supported, paying for that same date adds no protection. Keep both scenarios visible because an average recovery date can hide an uncovered day.

Compare executable plans and their costs

Check supplier cutoffs, transport capacity, receiving capacity, and funding before pricing alternatives. An option that misses the shortage window cannot protect those sales. Compare each viable plan with the best relevant executable alternative, including combinations.

Incremental value of A versus B = qM - K + D + T. Here, q is A's sales minus B's sales; M is revenue per sale after sales-linked fees and fulfillment, before costs assigned below. Use one comparison horizon. K contains costs incurred only under A; D contains costs incurred only under B and avoided by choosing A. Include goods, freight, preparation, acceleration, carrying, cancellation, and applicable future costs once. T is A's ending inventory value minus B's, using the same conservative net-recoverable basis.

Hypothetical check: q = 20, M = $8, K = $190, D = $30, and T = $40 give $160 - $190 + $30 + $40 = $40. Finance must separately test payment timing and working capital. Remaining replacement units have value only to the extent they can be sold or otherwise recovered.

Set the commitment cutoff and handle exceptions

Purchasing obtains minimum quantities, payment dates, cancellation terms, and offer expiry. Transport validates movement assumptions; inventory supplies SKU quantities and dates; finance confirms funding and surplus exposure. A designated approver selects the plan before purchasing creates a binding commitment.

In this hypothetical example, a five-day order-to-sellable lead requires ordering by day 7 for day-12 availability. A two-day buffer targets availability on day 10 and moves the order cutoff to day 5. Compare Forest Leopard's air freight, sea freight, and road freight service categories, then obtain shipment-specific capacity, prices, and dates.

A missed pickup requires a new executable slot and coverage calculation. Partial receiving requires inventory to separate available units from delivered or received totals before purchasing changes replacement quantities.

CBP asks importers to allow five business days to process an application to reinstate a voided importer record. Its voided-record FAQ also says CBP does not contact importers or agents once an account is reactivated and assigns responsibility for contacting applicable parties to resume shipping or receiving. Treat reactivation and physical release as separate dependencies.

Escalate before the customer promise fails

Schedule the next evidence update before the earliest supplier cutoff or customer decision deadline. Refresh the SKU forecast when release conditions, pickup slots, or available quantities change. If coverage no longer supports the customer promise, give the account owner the affected SKUs, uncovered quantities, supported availability range, and next update time.

After commitment, purchasing should price cancellation, reduction, or staged delivery before changing an order. Reopen approval if the change alters cost, funding, surplus, or coverage. This framework supports an inventory decision; actual delivery, customs outcomes, and Amazon claim eligibility require shipment-specific evidence and applicable terms.
